Based on the Hainan list, the Ministry of Commerce will work with relevant parties to study and formulate a negative list of cross-border trade in services for the free trade pilot zone based on the actual development of the free trade pilot zone, further expand the breadth of pilot exploration, promote the free trade pilot zone to connect with international high-standard rules, deepen institutional opening, and explore and accumulate experience for establishing and improving the negative list management system for cross-border trade in services.
