It is reported that Shenzhen's Futian District and Longhua District have respectively issued the "Ten Policies of Futian District to Support Enterprises in Fighting the Epidemic " and the "Ten Measures" to Help Enterprises Relieve Difficulties in Response to the Epidemic . The policies basically focus on the pain points of enterprises such as rent reduction, job stability support, etc., to help enterprises and industries that encounter production and operation difficulties during the epidemic.
Among them, Longhua District is one of the gathering places for cross-border e-commerce in Shenzhen. At the end of last year, there were 50,000 e-commerce companies registered in the district . Some of the "Ten Measures" issued by Longhua District to help enterprises alleviate difficulties in response to the epidemic are for all types of enterprises, while others are related to foreign trade enterprises.
Specific measures include: support for rent exemption and reduction, support for enterprise stabilization, support for cross-border logistics, support for projects under construction, financial support, tax support, support for employment, support for epidemic prevention supplies and equipment , as well as support for scientific and technological research on epidemic prevention, and support for services to warm enterprises .

In support of rent exemption and rent reduction, the District Finance Bureau and the District State-owned Assets Bureau (Collective Assets Management Bureau) have recently issued implementation details and operating guidelines. The head of a cross-border e-commerce company in the park said that the rent reduction and exemption has alleviated the pressure of rent and cash flow of the company to a certain extent, and it feels warm. At the same time, the company's employees said that they still received full wages normally even during the epidemic.
Regarding the science and technology park's practice of reducing or exempting rent for park companies, sellers in the industry have expressed their feelings, "I wish there were a dozen more good landlords like this" and "An excellent landlord and a far-sighted boss."
In fact, it is not the first time that many districts in Shenzhen have provided timely assistance to enterprises during the epidemic . According to a Shenzhen seller, as early as the outbreak of the epidemic in 2020, he also enjoyed the support of one month's rent exemption, which also played an important role in resuming work and production.
A single enterprise received millions of dollars in support, and cross-border logistics also received subsidies
In addition to rent, logistics is also one of the pain points for cross-border sellers. The repeated epidemics and the ever-changing international situation have brought a lot of pressure to cross-border e-commerce logistics. In response, Longhua District is also providing strong support for cross-border logistics through fee reductions and subsidies. In addition, other favorable policies have been issued to help cross-border sellers during the epidemic.
As for Longhua District, foreign trade enterprises among the top 100 tax-paying, industrial, service, and small and medium-sized innovative enterprises that use water, land, air, and rail transportation to send cross-border goods will be supported at 30% of their actual cross-border logistics expenditures from March 1 to May 31, 2022, with a maximum of 1 million yuan for a single enterprise.
As for Futian District, for key enterprises that conduct cross-border transportation by water, rail, land and other means and are included in customs statistics, after special audits, they will be given support of up to 50% of the actual transportation, disinfection, loading and unloading costs , up to 1 million yuan.
Like Longhua District, Bao'an District supports 30% of actual cross-border logistics expenditures during this period , with a maximum of 1 million yuan for a single enterprise. The difference is that this area targets the top 300 industrial enterprises.
For many cross-border e-commerce companies that meet the above conditions, this move is undoubtedly a timely help.
It should be noted that due to the impact of the epidemic and the international situation, the costs of sea and air freight have increased to varying degrees, and the logistics costs of the entire cross-border e-commerce industry are still at a high level. Take DHL as an example. This year's fuel surcharge has continued to rise, and the fuel surcharge rate has been raised from 20.50% in February to 25.50% in April.

As for Longhua District, in addition to rent reduction and logistics support, the area has also issued measures such as finance, taxation, employment, and epidemic prevention supplies and equipment support related to cross-border e-commerce companies .
In terms of finance, Longhua District will adopt a post-funding business approach to reduce corporate loan costs, guarantee fees, and implement epidemic prevention insurance subsidies for enterprises that are included in the statistics or above the limit before February 28, 2022 (excluding real estate and financial enterprises) . It will provide support of 50% of the actual interest paid on the loan (payment of guarantee fees, payment of insurance premiums) from March 1 to May 31, 2022. The maximum amount for a single enterprise is 2 million yuan , 500,000 yuan, and 50,000 yuan respectively , and the actual funding amount shall not exceed the enterprise's tax amount in the previous year.
In terms of taxation , the tax refund system for small and micro enterprises will be implemented in a timely manner, the tax burden of small and micro-profit enterprises will be further reduced, and the preferential reduction and exemption of "six taxes and two fees" for small and micro enterprises will be fully implemented . Enterprises affected by the epidemic can also apply for deferred declaration and deferred payment of taxes in accordance with the law.
In terms of employment, for the top 100 enterprises in the four categories of tax payment, industry, service industry, and small and medium-sized innovation in Longhua District that insist on not laying off or laying off fewer employees ( the average number of people paying unemployment insurance from March to May 2022 is not less than 95% of that in January 2022), and have paid unemployment insurance for their employees in January, March, April and May this year, a subsidy of 500 yuan per person will be given based on the actual number of people paying unemployment insurance in March 2022, with a maximum subsidy of 200,000 yuan for a single enterprise.
