The Oil Program (AliExpress Direct) is AliExpress's upgraded service for the Kingdom of Saudi Arabia and the United Arab Emirates ("Oil Program Markets"), providing sellers with more exposure through better technical services.


About the Oil Project

The Oil Plan (AliExpress Direct) is a new national model project that AliExpress focused on in 2018. The platform will focus on the Middle East market (Saudi Arabia and the UAE) in the first round of operations. Through the situation of free shipping for full purchases, it will upgrade logistics and express delivery for buyers - a new route of worry-free shipping in the Middle East, helping sellers to have low costs (the platform sends express delivery, and you pay for small packages), light operations (no need to open stores repeatedly, just replenish stocks in time), and high efficiency (fast and proper delivery). Occupy the new blue ocean market. Products that participate and pass the assessment will receive key marketing resources and logistics support in the region, and quickly explode the Middle East market. AliExpress said that this move is aimed at improving the shopping experience and purchasing intention of Saudi and UAE consumers, reducing logistics disputes, and promoting the operation of platform sellers.

How to Join

On the Store-Store Performance-Oil Plan page, check the status of the corresponding product and make adjustments to register the product. After the registered product is approved by the system, the seller will obtain various rights and interests under the Oil Plan.

Unavailable products

1. Products shipped from overseas warehouses only.

2. Worry-free consolidated shipping of prohibited goods.


Participating products

1. The following categories of goods may not be shipped within the specified time limit or may not be suitable for consolidated shipping. If you wish to participate, you should check "Join" to register:

A. Goods shipped from Hong Kong warehouse cannot be transferred to domestic collection.

B. Oversized/overweight/fragile products.

C. Products that require a long time to customize and are generally not in stock.

D. Wig warehouse products. (After joining, they should be inspected and shipped according to the oil plan rules).

2. For products in other categories on sale, the system will participate by default. If you do not want to participate to gain additional exposure, you need to adjust it yourself and check "Exit" to cancel.


Assessment Mechanism

The 72-hour and 144-hour online rates of Wuxi Wuxi consolidated shipping orders are assessed; if there are no consolidated shipping orders, the products are assessed for the 72-hour and 144-hour online rates of Wuxi Wuxi standard. For products that have never been ordered, the 72-hour and 144-hour online rates of all the products that have been ordered in the store are assessed. The assessment period is the past 30 days (excluding the Spring Festival and National Day holidays).


Merchant delivery

In order to ensure the buyers' logistics experience, the Oil Plan uses commercial express delivery as the main logistics channel for delivery, but the sellers still use a postal quotation model. By signing up for the Oil Plan, you agree to a unified delivery time limit, and you only need to notify the collection or delivery in advance. Before creating a logistics order, the seller has one chance to modify the buyer's delivery address (for products that participate in both the top goods and the collection goods, they cannot be changed due to the restrictions of the top goods plan).


Shipping template settings

1. The shipping fee template of the Oil Plan is added by default (the default shipping fee is 0), and there is no need to set it separately. By signing up for the Oil Plan, you agree to the unified shipping fee policy for buyers.

2. If the shipping fee is 0, how to reset the product price?

It is recommended to first calculate the selling price of goods in these two countries based on the quotation of Cainiao Wuyou’s new freight route, and then edit the price of goods separately for Saudi Arabia and the UAE.

Note: From now on, sellers can log in to the backend (store-store performance-oil plan page) to confirm whether to participate in the oil plan, and adjust the product and regional pricing according to the logistics quotation. Please be sure to complete the operation before 2018-07-30. After 2018-08-01, please pay attention to the worry-free consolidated shipping orders you received and give priority to shipment.


Fee Settlement

1. Fees

If the package meets the conditions of free shipping, the fee you pay is the normal shipping fee (forward delivery fee) and VAT (tax paid on behalf of the package); if the package does not meet the conditions of free shipping, the fee you pay is the normal shipping fee (forward delivery fee), VAT (tax paid on behalf of the package) and an additional fixed shipping fee (the fee to the United Arab Emirates is 42 yuan/order, and the fee to Saudi Arabia is 70 yuan/order). If the shipping is not free, the buyer will pay you the additional shipping fee. If the oil order is sent by Jianhuochang, in addition to the above fees, there is also the order processing fee of Jianhuochang.

2. Shipping costs and VAT collection

(1) For orders shipped by the seller, the forward freight and VAT are deducted by Cainiao when the goods are successfully shipped from the distribution center. For orders shipped from the Jianhuo warehouse, the forward freight and VAT are deducted when the goods are shipped from the Jianhuo warehouse.

A. If the return occurs before the goods are successfully shipped out, the freight and VAT have not been deducted.

B. If the return occurs after the goods are successfully shipped out of the warehouse but before the goods are successfully delivered to the shipping company, the freight and VAT have already been deducted. The merchant needs to file a fee dispute complaint to apply for a refund of the freight and VAT.

(2) For returned items after successful delivery, the forward freight and VAT will not be refunded;

(3) If the goods are confiscated or destroyed due to failure of aviation security or customs inspection, you shall bear all losses. Cainiao will not refund the freight and VAT, and will not compensate for the loss of goods.


Q&A

Q: After confirming participation in the "Oil Plan", how can I readjust the product prices?

A: We recommend that you first calculate the selling price of the products in these two countries based on the quotation of Cainiao Wuyou's new freight route, and then edit the product prices separately for Saudi Arabia and the UAE.

Q: Can products that have already participated in the Premium Program participate if they meet the requirements of the Petroleum Program?

A: You can participate.

Q: Can products that have already participated in the Oil Plan participate in platform activities other than the Oil Plan?

A: Yes. It is a common product. There is no lock after joining, and it does not affect the normal activities of the product.

Q: Can products with electricity be included in the oil plan?

A: According to Cainiao's logistics rules, products containing external batteries and pure battery products cannot be included (except for computers, mobile phones, pads and other hosts themselves). For details, please see the introduction of worry-free consolidated shipping routes.

Q: Why do merchants need to bear additional costs for non-free shipping orders?

A: If the shipping is not free, the product cannot meet the conditions for consolidated shipping, and Cainiao will incur higher costs. However, in this case, the buyer will actually bear the additional shipping costs, that is, the same amount of shipping costs have been paid to you when placing the order. Cainiao will deduct it from you from the forward delivery fee. For details, please refer to the service agreement signed between you and Cainiao.

Q: Why is VAT charged?

A: According to the Gulf Cooperation Council (GCC) framework agreement on value-added tax (VAT), Saudi Arabia and the UAE imposed VAT on January 1, 2018.

Q:How is VAT collected?

A: Cainiao will collect VAT when you deduct the delivery fee. The VAT amount is calculated by your product's declared value * 5%. Please fill in the declared value of the product truthfully. For details, please refer to the Cainiao Service Agreement.

*Please note: You authorize Cainiao to deduct the shipping fee and VAT charged by Cainiao from you. The platform does not charge extra for transaction services related to logistics costs.

Q: I use the "Worry-Free Consolidated Order". What should I do if the buyer files a dispute? Do I need to respond myself?

A: After the buyer initiates a dispute regarding non-receipt of goods, the seller does not need to respond. The platform will directly intervene to verify the logistics status and make a judgment.

Reminder: Disputes not caused by logistics issues still need to be handled by the seller.

Q: I used the "Worry-Free Consolidated Shipping Order", is there any relevant compensation policy?

A: Yes. According to the service agreement between Cainiao and you, sellers must meet the following conditions to enjoy the compensation policy:

1. The seller uses the worry-free consolidated shipping order to ship the goods and fills in the shipping notice truthfully;

2. If the goods arrive at the warehouse within 3 working days from the creation of the logistics order, you can enjoy the same standard "seller protection policy" as Wuyou.

Reminder: If the seller delays delivery, he/she will not be able to enjoy the standard compensation guarantee of Worry-Free Consolidated Transportation, and the logistics disputes caused by the order will still be included in the assessment. Whether the goods have arrived at the warehouse and the time of arrival are subject to online information, and the collection is subject to the collection success information. Self-sent goods are subject to the warehouse's successful receipt information.

Q: If the disputed orders of Wuxi Consolidated Shipping are escalated to the platform for processing, will the dispute rate be calculated?

A: It is caused by logistics problems and will not be calculated.
