China Customs: Multiple measures to help companies build overseas warehouses

According to statistics, China's cross-border e-commerce imports and exports in 2021 were 1.98 trillion yuan, an increase of 15%; exports were 1.44 trillion yuan, an increase of 24.5%. It is expected that the transaction volume will exceed 9 trillion yuan in 2023. With the continuous development of cross-border e-commerce, higher requirements have been put forward for cross-border logistics services. In particular, "overseas warehouses" have become an important proposition for cross-border logistics in 2022. The 2022 "Government Work Report" also proposed "accelerating the development of new formats and models of foreign trade, giving full play to the role of cross-border e-commerce, and supporting the construction of a number of overseas warehouses."

 

The current mainstream cross-border export logistics methods generally have problems such as slow delivery, slow customs clearance, easy package loss, and difficult returns and exchanges. Building a complete overseas warehousing system will effectively solve these problems.

 

With their own unique advantages, overseas warehouses have become the focus of logistics development for my country's cross-border e-commerce companies, and have gradually become the best choice for companies to solve logistics problems in cross-border e-commerce.

 

Li Xingqian, Director of the Department of Foreign Trade of the Ministry of Commerce, said at a press conference on July 12 last year that overseas warehouses are important overseas nodes for cross-border e-commerce, new foreign trade infrastructure, and important platforms for driving foreign trade growth and achieving high-quality development. At present, the number of overseas warehouses in China has exceeded 1,900, with a total area of ​​more than 13.5 million square meters, and the business scope radiates the world, of which the number of overseas warehouses in North America, Europe, Asia and other regions accounts for nearly 90%.

 

In order to speed up the construction of overseas warehouses, the customs in the pilot areas have been exploring new models. Tianjin Customs has explored and launched the export model of "manufacturing enterprises + overseas warehouses + e-commerce platforms". According to the characteristics and needs of enterprises in the jurisdiction, it has bridged and guided the deep integration of traditional industries and e-commerce platform enterprises. So far, Tianjin Customs has helped enterprises in the jurisdiction to register 28 overseas warehouses, covering an area of ​​nearly one million square meters, distributed in more than ten countries around the world.

At the same time, Huangpu Customs also combines Dongguan's cross-border e-commerce advantages in location, industry, market and other aspects to provide precise services to enterprises, hold policy seminars for many times, assign customs business experts to interpret export overseas warehouse policies and customs clearance procedures, and actively assist enterprises in developing overseas warehouse business. It continuously optimizes the customs clearance procedures for overseas warehouse goods, implements convenient measures such as local inspection, and provides assistance to enterprises in reducing enterprise costs and improving customs clearance efficiency.

 

Ningbo Customs, as one of the first batch of direct customs in the country to carry out the pilot supervision of overseas warehouses for cross-border e-commerce exports, provides precise services for enterprises to build overseas warehouses. Not only does the system connect to overseas warehouse registration and other business procedures, but also a "green channel" for overseas warehouse registration is set up at the customs clearance site. A dedicated person is responsible for the connection of the registration process throughout the process, and real-time follow-up of subsequent customs clearance to ensure that a series of facilitation measures are implemented. Since the pilot was launched, Ningbo Customs has completed the registration of more than 119 enterprises in the overseas warehouse model, accounting for one-tenth of the country.
