The country’s first national standard for cross-border e-commerce overseas warehouses is officially launched!

Recently , the launching meeting of the national standard “Cross-border E-commerce Overseas Warehouse Operation and Management Requirements” ( hereinafter referred to as the “Standard” ) was successfully held.

 

In October this year , the Standard was approved for project establishment. Next, Zhejiang Provincial Institute of Standardization and Hangzhou Cross-border E-commerce Association, as the main drafting units, will organize relevant enterprises in the industry to continue to promote nationwide research, widely solicit opinions and suggestions from experts in various regions and fields, and further improve the applicability and operability of the standard.

 

At present, the number of overseas warehouses in China has exceeded 2,000, with an area of ​​more than 16 million square meters, but the national standards related to overseas warehouses are still blank.

 

Li Xinghui, executive vice president and secretary general of Hangzhou Cross-border E-commerce Association, pointed out that as the first national standard for cross-border e-commerce overseas warehouses in China, the formulation of this standard has several characteristics:

 

First, it is innovative. There was no official unified definition for "cross-border e-commerce" and "overseas warehouse" before. It is a process in which the industry gradually reaches a consensus. The establishment of this standard has expanded the connotation and extension.

 

Second, the challenge. As the main users of overseas warehouses, they are the overseas infrastructure of Chinese enterprises. Their standards should be updated in real time according to changes in the situation and enterprise applications. Before the project was officially launched, it was revised three times based on the opinions of the review experts, and will be further revised based on industry feedback.

 

The third is applicability. Cross-border e-commerce overseas warehouses have long chains, many functions, and diverse forms. There is a need for further standardization in operation and management. It is hoped that after the formulation of this standard, it can be truly implemented, applied, and promoted in the industry.

 

In recent years, the country has attached great importance to cross-border e-commerce. In addition to improving the relevant standards for overseas warehouses, Guangdong recently stated that it would increase the construction of overseas warehouses.

 

In the "Notice on Several Policy Measures to Promote the High-Quality Development of Cross-border E-commerce" issued in early December, Guangdong expressed its support for the construction of overseas warehouses for cross-border e-commerce.

 

Guangdong encourages enterprises to build overseas warehouses in countries and regions along the "Belt and Road" and RCEP member countries, expand the layout of overseas warehouses in the European and American markets, and support overseas warehouse companies to develop intelligent warehousing technology and expand air cargo business.

 

In addition, financial policy support will be provided to provincial public overseas warehouses that are selected by the Ministry of Commerce as excellent overseas warehouse practice cases; financial institutions are encouraged to strengthen information reserves for comprehensive assessments of overseas warehouse companies and provide financing services to qualified companies.

 

Guangdong stated that by 2025, it aims to have 500 overseas warehouses with a total warehouse area of ​​more than 4 million square meters, and gradually form a professional and intelligent overseas warehouse network.
