On April 21, the U.S. International Trade Commission issued an announcement on its official website, announcing the official launch of an anti-dumping and countervailing duty investigation on mattresses from eight countries including China and Cambodia.
If the Department of Commerce reaches a positive conclusion in these investigations, the U.S. International Trade Committee will formally rule that mattresses imported from these eight countries have caused substantial damage to the domestic mattress industry in the United States and will impose tariffs on these imported goods. The U.S. Department of Commerce's final ruling on these cases is scheduled for September 8 for countervailing duties and November 23 for anti-dumping duties.
What is certain is that in the countervailing duty investigation, the Department of Commerce will determine whether Chinese mattress producers are receiving unfair government subsidies. In China, there are 19 so-called subsidy programs, including loan programs, export credit programs, tax programs, grant programs, and underpayment programs. In the antidumping investigation, the Department of Commerce will determine whether mattresses imported from these seven countries are dumped into the U.S. market at sales prices below fair value .
Tariffs will affect 12,000 jobs in the United States
Americans have different opinions on the tariffs. The party requesting the tariffs said that the mattresses from the seven countries have affected the US job market, reducing about 1,300 jobs. The opposing party said that if the US government imposes tariffs , 12,000 jobs in the US will be reduced , mainly in warehousing, freight, ports and other industries.
Previously, on March 19, 2021, the U.S. Department of Commerce officially announced a final affirmative anti-subsidy ruling on mattresses from China. At the same time, the anti-dumping duty rates for seven countries, including Cambodia, Indonesia, Malaysia, Serbia, Thailand, Turkey and Vietnam, were also announced.
