Recently, the French Cdiscount platform was fined a huge amount of nearly 1 million euros by the Gironde Population Protection Directorate ( DDPP) .
According to an announcement released by the Gironde administration on Monday , the regulator claimed that Cdiscount had deficiencies in consumer information. The French Fraud Bureau ( DGCCRF) also said in an official statement published on its website that Cdiscount was fined 986,432 euros at the end of 2020 because it did not provide a complete order summary as requested .
It is reported that the penalty case mainly involves Cdiscount 's "Cdiscount volume" annual subscription plan , which allows customers to get free delivery.
Cdiscount claims that it had 3 million new customers in 2020 , having passed the 10 million customer mark and positioning itself as the leader in French e-commerce.
Members who join the Cdiscount platform have two options . The first option is to pay the price of 29 euros immediately after subscribing , and then provide consumers with a summary of the order .
However, according to DDPP , members also had a second option that offered a six-day free trial for the same service . If the trial was not cancelled, the fee would be charged, but the program did not provide consumers with a summary of the order.
The DDPP regulator launched an investigation into Cdiscount ’s subscription plan following a number of complaints from consumers , most of which were in the Gironde region.
The investigation showed that between May 2018 and October 2019, 988,432 order summaries were missing , and each order would be fined about 1 euro. The huge amount of missing order information has caused Cdiscount to face a huge fine.
In an interview with LSA , Cdiscount said it had noted the agency ’s decision to impose a penalty , but disputed the decision on both the basis and amount of the penalty because Cdiscount fully respected comprehensive information throughout the procurement process .
CDiscount assured that the DDPP regulator did not find nearly 1 million violations at all, but in order to calculate the fine, it chose to generalize the findings of about 10 cases to all subscriptions during that period and calculate the fine proportionally, because 988,432 is the number of subscriptions during the investigation period .
It is reported that Cdiscount had appealed to the Bordeaux Administrative Court at the end of last year , but did not specify the specific date of the judgment.
