Up to 2 million, another wave of cross-border e-commerce subsidies is coming!

When it comes to cross-border e-commerce, people often think of Guangdong. In fact, in recent years, the development momentum of cross-border e-commerce in other regions cannot be underestimated. Recently, Xiamen and Quanzhou in Fujian Province have successively introduced a series of support policies for cross-border e-commerce.

 

Xiamen introduces cross-border e-commerce support policy with a maximum subsidy of 2 million

 

Recently, the Xiamen Municipal Bureau of Commerce and the Municipal Finance Bureau have formulated the " 2022-2023 Central Foreign Economic and Trade Development Special Fund (Cross-border E-commerce Enterprise Support Project Management Measures)", proposing to further promote the development of Xiamen's cross-border e-commerce industry.

 

Among them, the most relevant to all cross-border sellers is the independent website subsidy. The subsidy targets enterprises with independent brands and independent website cross-border transaction volume greater than or equal to 20 million yuan and greater than or equal to 50 million yuan in the previous year, with subsidy amounts of 200,000 yuan and 300,000 yuan respectively.

 

The second is the overseas warehouse construction subsidy, with a maximum of 2 million yuan. Xiamen supports enterprises to build (operate) public overseas warehouses abroad. For qualified public overseas warehouse projects, a single overseas warehouse will be subsidized by 500,000 yuan, and the annual maximum support fund for a single enterprise is 2 million yuan.

 

In addition, eligible cross-border e-commerce comprehensive service platforms can receive a one-time reward of 200,000 yuan; cross-border e-commerce collection warehouses can also receive a reward of 500,000 to 2 million yuan depending on their revenue; and cross-border e-commerce supply chain platforms can also receive a one-time subsidy of 1 million yuan if they meet relevant requirements.

 

In recent years, more and more domestic sellers want to expand overseas markets and build their own brands through independent websites. At the same time, due to the impact of other sudden international situations such as the epidemic, international logistics has been in an unstable state. The construction of overseas warehouses and supply chain platforms can greatly alleviate the impact of unstable logistics timeliness on the sales performance of corporate stores.

 

However, whether building an independent website or building an overseas warehouse, financial support is required. Therefore, the implementation of relevant policy subsidies has brought practical help to cross-border sellers with relevant needs, and further promoted the expansion of their overseas markets.

 

In addition to Xiamen, Quanzhou, another prefecture-level city in Fujian, has also introduced subsidy policies to promote the accelerated development of cross-border e-commerce.

 

Up to 300,000 yuan, Quanzhou encourages enterprises to build overseas warehouses

 

Recently, Quanzhou, Fujian, issued the " Several Measures for Quanzhou to Promote High-Quality Development of E-Commerce in 2022". Among them, the overseas warehouse construction subsidies and cross-border logistics subsidies are more closely related to cross-border sellers.

 

Quanzhou City encourages enterprises to build overseas warehouses in countries and regions along the Belt and Road Initiative and RCEP member countries, and expand the layout of overseas warehouses in the European and American markets.

 

For enterprises that independently build warehouses with an area of ​​more than 500 square meters or lease warehouses with an area of ​​more than 1,000 square meters, and whose annual investment is more than US$700,000, Quanzhou will provide a subsidy of 20% (inclusive) of the total new investment in overseas warehouse construction in that year. The maximum subsidy can be up to RMB 300,000.

 

Quanzhou City will provide cross-border logistics subsidies to cross-border e-commerce logistics companies that declare their import and export businesses through customs supervision code 9610 (B2C export) and other methods, with a maximum of 2 yuan per ticket, and a total subsidy of no more than 200,000 yuan.

 

In addition to the above subsidies, Quanzhou City also proposed to increase the construction of cross-border e-commerce public service platforms, and provide subsidies of no more than 1 million yuan to eligible cross-border e-commerce public service platform operators .

 

In the "Amazon Global Selling Chinese Export E-commerce City Development Trend Report", Quanzhou is ranked among the "Top 20 Amazon Global Selling Chinese Export E-commerce Cities Development", showing the strong development momentum of Quanzhou's cross-border e-commerce.


Since being approved as a cross-border e-commerce comprehensive pilot zone in 2019, Quanzhou's cross-border e-commerce trade has achieved rapid growth. Public data shows that in the first quarter of this year, Quanzhou's foreign trade exports amounted to 46.73 billion yuan, an increase of 9.9%. The main export product categories were textiles, clothing, footwear, luggage, furniture, toys, and plastic products. The exports of these seven categories of products amounted to 25.08 billion yuan, an increase of 5.6%. The second largest category was electromechanical products, including lighting fixtures, general machinery and equipment, auto parts, and electronic components, which amounted to 9.33 billion yuan, an increase of 11.1%.

 

The government frequently issues support policies, and the future of cross-border e-commerce is promising

 

As traditional foreign trade development encounters bottlenecks and the international e-commerce market environment influences it, cross-border e-commerce has been entrusted with the important task of stabilizing foreign trade. Various support policies have been introduced one after another, demonstrating the support of the national and local governments for the development of the cross-border e-commerce industry!

In addition, judging from the subsidy policies announced by Xiamen and Quanzhou this time , most of the subsidy projects are aimed at independent sites, cross-border e-commerce service platforms and overseas warehouses.

 

In fact, in recent years, many subsidy measures for cross-border e-commerce have shown this trend. For example, after the account closure incident last year, Shenzhen subsidized independent website sellers, with a single project receiving 2 million yuan in funding.

 

In recent years, in addition to the account suspension , sellers have also had to face rising platform fees and frequently changing policies, so there are many complaints about Amazon . However, in terms of service and market share, there is no platform comparable to Amazon, so sellers can only accept Amazon's many shortcomings.

 

The government’s subsidies for these independent sites are still in the hope that sellers can have their own sales channels and reduce their dependence on platform sales channels; the subsidies for overseas warehouses, cross-border e-commerce service platforms, supply chains, etc. are to try to lower the operating threshold of cross-border e-commerce while reducing dependence on platform services.

 

The government's support for cross-border e-commerce is also inseparable from the broad prospects of cross-border e-commerce. Customs statistics show that under the influence of the epidemic, China's cross-border e-commerce import and export volume reached 1.69 trillion yuan in 2020, a year-on-year increase of 31.1%, of which exports were 1.12 trillion yuan, an increase of 40.1%; in 2021, China's cross-border e-commerce import and export scale will increase by 15% again on the basis of the rapid growth in 2020, reaching 1.98 trillion yuan, of which exports were 1.44 trillion yuan, an increase of 24.5%.

 

In addition, with the signing of RCEP and the acceleration of trade facilitation in countries and regions along the Belt and Road, cross-border e-commerce has also ushered in opportunities in emerging markets such as ASEAN, Central Asia, the Middle East and South America. Customs data show that in 2021, China's import and export volume with countries along the Belt and Road was 11.6 trillion yuan, of which exports were 6.59 trillion yuan, an increase of 21.5%.

 

With government support and market opportunities, cross-border e-commerce has a promising future. Of course, opportunities and challenges coexist in the development of the industry. Today, cross-border e-commerce still faces challenges in supply chain and epidemic situation, platforms and markets are also changing, and traditional distribution models are also facing transformation. If sellers want to seize opportunities, they also need to improve their management level.
