According to the Chinese government website on the 8th, in order to give full play to the positive role of cross-border e-commerce in helping traditional industries transform and upgrade and promoting the digital development of industries, the State Council recently approved the establishment of cross-border e-commerce comprehensive pilot zones in 27 cities and regions. This is the sixth batch of comprehensive pilot zones since the establishment of the first cross-border e-commerce comprehensive pilot zone in 2015 .
The 27 shortlisted cities and regions are Ordos, Yangzhou, Zhenjiang, Taizhou, Jinhua, Zhoushan, Ma'anshan, Xuancheng, Jingdezhen, Shangrao, Zibo, Rizhao, Xiangyang, Shaoguan, Shanwei, Heyuan, Yangjiang, Qingyuan, Chaozhou, Jieyang, Yunfu, Nanchong , Meishan , Honghe Hani and Yi Autonomous Prefecture, Baoji, Kashgar, and Alashankou. Eight cities in Guangdong are shortlisted.
As of now, there are 132 cross-border e-commerce comprehensive pilot zones in China , 21 of which are located in Guangdong (in addition to the above 8 cities, there are Guangzhou, Shenzhen, Zhuhai, Dongguan, Shantou, Foshan, Meizhou, Huizhou, Zhongshan, Jiangmen, Zhanjiang, Maoming and Zhaoqing).
Judging from the cities approved in Guangdong in the early stage, Guangzhou, Shenzhen, Dongguan, etc. are all cities in the Pearl River Delta with concentrated supply chains, strong foreign trade foundations, convenient customs clearance, and booming cross-border e-commerce. The cities approved later, such as Shantou, Meizhou, Maoming, etc., are distributed in the eastern, northern and western Guangdong regions. It can be seen that the cross-border e-commerce comprehensive pilot zones have spread across the four major regions of Guangdong, which is conducive to the balanced development of foreign trade in the province.
The cross-border e-commerce comprehensive pilot zone is an urban area that conducts trials first, aiming to explore a set of appropriate management systems and rules, and provide replicable and popularizable experience for promoting the healthy development of China's cross-border e-commerce.
At present, the Ministry of Commerce, the General Administration of Customs, the State Administration of Taxation and other departments have introduced a series of preferential policies for the comprehensive pilot zones, covering taxation, customs supervision, customs clearance facilitation, foreign exchange settlement and other aspects.
For example, in terms of taxation, sellers can enjoy the benefits of "tax exemption without invoice". As long as the exporting enterprises are registered in the comprehensive pilot zone and register the corresponding seller name, taxpayer identification number, commodity name, quantity, unit price and total amount and other purchase information, they can enjoy the exemption of value-added tax.
