BIS certification is the ISI certification issuing agency, the Bureau of Indian Standards (BIS), which is specifically responsible for product certification.

Scope

1. Portable nickel batteries: nickel-metal hydride batteries, nickel-cadmium batteries, and their cells, including nickel batteries and button batteries used in various mobile devices. Applicable standard IS 16046 (Part 1): 2018 (equivalent to IEC 62133-1: 2017).

2. Portable lithium batteries: lithium-ion batteries, polymer lithium batteries, and their cells, lithium batteries, cells, button cells, battery modules and battery packs used in various mobile devices. IS 16046 (Part 2): 2018 (equivalent to IEC 62133-2: 2017).


India's BIS will implement new secondary battery certification standards

In India, the certification of general products is managed by the Indian Bureau of Standardization (BIS). BIS (Bureau of Indian Standards) is a national standard number and certification management organization. It is a standard, labeling and product certification management organization established in accordance with the BIS regulations in 1986. It assists in the formulation of India's national standard Indian Standard (IS standard), laboratory accreditation and product certification.

On March 11, 2019, the Indian Standards Authority (BIS) issued a notice on the implementation of the new certification standard IS 16046:2018 for portable secondary batteries (rechargeable batteries). The new standard will affect the following products:

1. Portable nickel batteries: nickel-metal hydride batteries, nickel-cadmium batteries, and their cells, including nickel batteries and button batteries used in various mobile devices. Applicable standard IS 16046 (Part 1): 2018 (equivalent to IEC 62133-1: 2017).

2. Portable lithium batteries: lithium-ion batteries, polymer lithium batteries, and their cells, lithium batteries, cells, button cells, battery modules and battery packs used in various mobile devices. IS 16046 (Part 2): 2018 (equivalent to IEC 62133-2: 2017).

Transition period to new standards

1. Currently, applications for new certifications and changes to existing certificates are still subject to the current standard (2015 edition); applications for certificates and changes to certificates in accordance with the new standard will only be accepted after February 14, 2020.

2. For certificates applied for in accordance with the current standard (2015 edition), manufacturers should convert to certificates of the new standard on or before March 14, 2020, otherwise the old certificates will be deemed invalid according to the requirements of the new standard. After March 14, 2020, the 2015 edition of the standard will be revoked.


Renewal of existing certificates

There are two ways to update the certificate that has been obtained, as follows:

1. Provide supplementary reports and documents for all models on the old certificate (supplementary reports need to be conducted in a BIS-approved laboratory). The validity period of the new certificate will still be the same as the validity period of the existing certificate.

2. If the manufacturer does not want to use the old certificate, he can apply for a new certificate according to the new standard.


Authentication Mode

BIS product certification is an initial inspection and assessment of the factory's quality management system, sample testing, and certification is issued after confirmation. After certification, the factory's quality management system is supervised.

By taking samples from factories and markets for testing, it is determined whether the products are consistent with Indian standards.


Certification Process

1. Application. Foreign manufacturers who wish to obtain BIS certification generally need to use a special application form and prepare relevant documents to apply to the BIS New Delhi headquarters.

2. Records. BIS reviews the application documents and information submitted by the applicant. If the procedures are complete, the application will be recorded. The applicant must pay the corresponding processing fee.

3. Initial factory inspection. BIS will assign a team of no more than two officials to conduct factory inspection. The applicant must bear the travel expenses, visa fees and other expenses of the official team's factory inspection and the corresponding inspection fees.

4. Issue the certificate. If the initial inspection and test results are qualified, and the applicant agrees to implement the BIS-approved inspection and test plan after certification and pays the BIS labeling fee, the certificate can be issued to the applicant. The certificate is valid for 1 year. After the certificate is granted, the holder must pay the labeling fee and the annual certificate fee every year.

5. Post-certification supervision. BIS monitors the quality of its certified products through regular supervision of the certificate holder and surprise inspections and tests of samples in factories and markets. If the samples taken from the factory or market meet the requirements after regular inspections and independent testing by the factory, the certificate can be renewed. The certificate holder submits an application for renewal to BIS by submitting a specified form, and the certificate renewal fee is 500 rupees. The certificate holder is also required to bear the sample inspection costs.


BIS certification mark

The ISI mark issued by BIS is a mark that the product complies with Indian standards and is also a proof of compliance with product specifications. All BIS certifications are implemented in accordance with Indian standards, and those who pass the test and obtain the certificate use the universal ISI mark. For more than 40 years, the IS mark has been a symbol of high-quality products in India and its neighboring countries. Since a considerable number of Indian standards are consistent with the ISO standards of the International Organization for Standardization and the IEC standards of the International Electrotechnical Commission, the Indian standard number is basically consistent with the ISO/IEC standards. Some standards also have dual numbers, such as IS/ISO or IS/IEC, and are therefore crowned with the IS/ISO and IS/IEC dual marks.


Documents required for certification

1. Application form;

2. Appointment form proving the presence of an agent in India, or a certificate proving the manufacturer’s Indian office, and a letter of permission from the Reserve Bank of India;

3. Documents proving the establishment of the company, such as a registration certificate;

4. Process flow chart, which explains the whole process of product manufacturing (from raw materials to finished products);

5. Quality control system (such as quality manual, quality control plan, testing arrangements, etc.);

6. If any, provide other detailed information of product or system certification;

7. If any, provide detailed information of components or raw materials used in product manufacturing before certification;

8. List of machines manufactured;

9. List of test equipment used during the test;

10. Product design drawings;

11. Qualifications and experience details of the laboratory supervisor, technical and QC staff;

12. Test report from an accredited independent laboratory or the factory’s own laboratory;

13. A schematic diagram of the plant layout, clearly showing the main production machines, laboratories, etc.;

14. A schematic diagram of transportation near the factory, a schematic diagram from the nearest airport or railway station to the factory, and detailed instructions for traveling from India to the factory;

15. Bill of exchange receipt.
