Amazon releases new customs requirements for shipping to the US

According to a notice sent by Amazon to sellers, the U.S. Customs and Border Protection (CBP) has issued new guidance on how to properly ship inventory to Amazon's fulfillment centers in the United States.

 

Providing the right information in the correct format can help ensure that CBP does not block or delay your inventory during the import process.

 

In order for FBA goods to qualify for duty-free entry into the United States (Section 321), the product owner must provide the following information: Prove their identity (first and last name or company name) to CBP through a shipping manifest or customs entry filing. Therefore, Amazon recommends that sellers use the following format↓

 

[Seller’s Legal Name] c/o FBA;

Distribution center address.

 

It is understood that this new regulation only applies to low-value goods, and goods that do not meet the requirements will be detained or delayed.

 

 

Pursuant to the Compliance Rule, CBP is working closely with trading partners to identify and discipline entities associated with large quantities of noncompliant products, and CBP may take enforcement action against notorious repeat violators, such as detaining violative shipments, revoking Section 321 privileges, or requiring formal entry until continued compliance is achieved.

 

Consignees (consignees) at domestic warehouses and distribution centers who receive more than $800 worth of merchandise for sale in a single day can confirm with the seller that their product shipments comply with Chapter 321 of the regulations.

 

Sellers of goods: If the total value of goods shipped in a single day does not exceed $800, and their identity is provided to U.S. Customs via a manifest or a Class 86 entry document, they may be eligible under Section 321.

 

Carriers and logistics companies should refer to the latest version of CBP's CAMIR and CATAIR to ensure that the identity of the cargo owner is properly presented to CBP.

Due to the pandemic, UPS requires that all shipments to Amazon in the United States must have the FBA number on the delivery label. Therefore, please be sure to clearly note the FBA number on the invoice for all Amazon shipments delivered to our company. If it is not reflected, the goods are lost or not on the shelf, etc., UPS will not make any compensation or follow-up.

 

The epidemic in the United States is serious, and Canada is no exception. Yien.com learned that Peel Public Health announced on Saturday that it has closed two Amazon operation centers to control the outbreak of COVID-19 in these workplaces.

 

It is understood that the two warehouses that were closed are YYZ4 and YYZ7, located at 8050 Heritage Rd, Brampton, Ontario and 12724 Coleraine Dr, Bolton, Ontario respectively.

 

The two large Amazon warehouses (with about 5,000 workers) have reportedly had more than 650 cases of COVID-19 in recent months, and under health orders, Amazon must close them for at least two weeks by midnight on Saturday, which means that YYZ4 and YYZ7 will be closed for at least 14 days.

 

 

Since Amazon is the main supplier of goods to Canada, the closure of the warehouses has a great impact on the local area. Sellers on the US site must provide a valid return address when fulfilling orders

 

In fact, even if the seller's products are successfully delivered to Amazon warehouses and sold, the seller may not get paid. Why? Recently, Amazon issued another announcement about returns

 

Yien.com learned that Amazon issued an announcement stating that starting from May 25, 2021, if sellers fulfill customer orders in the United States in countries outside the United States, they must provide a valid U.S. return address (applicable to goods under US$25).

 

Amazon will use this address to generate a prepaid return label for customers for eligible return requests. If no U.S. return address is provided, Amazon will refund customers for eligible returns under $25 without requiring the item to be returned (non-returnable refund). This change will help simplify and standardize the return process for low-priced items for both customers and sellers.

 

 

It can be seen from the above announcement that starting from May 25, if Chinese sellers do not provide a valid US return address, then Amazon will directly refund the buyer for any returns generated later, but the seller will not receive the return.

 

As soon as this announcement was released, sellers were talking about it. Some sellers agreed with the policy, while others thought it was particularly unfair

 

A: This policy may cause some foreign sellers to give up selling on Amazon US, which is very beneficial to US sellers;

 

B: Selling in the United States requires compliance with the rules, which is not an outrageous requirement;

 

C: The implementation of this policy will increase buyer fraud. If the victims know this policy, they will specifically buy products from international sellers and then initiate returns.

 

D: Regarding the return issue, I think AliExpress is more fair. AliExpress will only support the buyer when there is evidence that the product has quality problems, and AliExpress will only refund after the return warehouse gets the return.

 

In any case, sellers must prepare in advance to adapt to the new policy to avoid losing both money and goods.
