In June 2019, Shopee reached a strategic partnership with the city of Hangzhou. Considering the sustainable development of the industry, Shopee officially launched the "Sailing Plan" in Hangzhou to standardize, assess and certify local high-quality training institutions as official training partners, and systematically empower cross-border sellers from Hangzhou to surrounding areas.

About Shopee’s Sailing Plan

Shopee provides a three-month incubation period for new sellers, and cooperates with governments in Hangzhou, Xiamen and other places to fully implement incubation centers across the country. Shopee's "Sailing Plan" provides sellers with systematic training courses.

Program Content

The Yangfan Plan covers a series of initiatives including the development of professional training content, the establishment of an assessment and certification system, matching the needs of sellers at all levels, and the construction of a personalized growth system.


1. Institutions: Cultivate the teaching staff system, optimize training courses, and help institutions strengthen their cross-border e-commerce teaching capabilities.

At the beginning of the project, Shopee worked with agencies to recruit, evaluate and certify instructors for the majority of Shopee sellers, and selected a group of Shopee official agency instructors for the agencies. At the same time, with the help of the "Yanfan Plan", the partner agencies will complete the optimization of the curriculum system of "online + offline", "basic operations + advanced practices", and "official standardized courses + agency independent research and development training" based on their own characteristics.


2. Sellers: Deepen industry knowledge reserves to meet personalized needs at different stages.

In combination with the actual needs and growth stages of different seller trainees, the "Sail Plan" will provide targeted personalized training courses, combining text, video, audio, live broadcast and other teaching methods to reach sellers and cross-border e-commerce reserve trainees, establish a multi-dimensional training system, and help seller trainees fully master operational knowledge.


3. Industry: Cultivate industry experts and promote efficient layout of cross-border e-commerce.

As the output and controller of the "Sailing Plan" training content, Shopee is committed to promoting the refined operation of the domestic cross-border e-commerce training industry through the standardization of training content, coordination of seller needs and connection with high-quality institutional resources, helping to incubate professional talents in the cross-border e-commerce industry, and at the same time assisting the future layout of the cross-border e-commerce industry in China.

Cooperation Content

1. Regional infrastructure: A dedicated operation center will be set up in Hangzhou to realize the full-link operation of cross-border business in Hangzhou.

1. Shopee has joined hands with the Hangzhou government to build the Hangzhou Incubation Center. In the future, the cross-border incubation center will carry out product selection guidance, regular training, online live broadcasts and other activities for Hangzhou sellers.


2. At the same time, the logistics center jointly established by the two parties will also be completed in Xiaoshan District, Hangzhou, and Hangzhou cross-border sellers can enjoy the Southeast Asian logistics solution - Shopee Logistics SLS (Shopee Logistics Service). It is reported that SLS, as a service provided by Shopee to sellers, uses an optimized network of logistics partners to enable Chinese sellers' goods to be delivered to the Southeast Asian market in as fast as 3 days at a price about 30% lower than the market price. The cargo collection service and exclusive transshipment warehouse for Hangzhou sellers will further improve Hangzhou's shipping capacity.


3. This cooperation marks that both parties will make full use of the industrial foundation of East China to jointly promote the construction of Shopee Hangzhou Operation Center, and realize the full-link operation of operations, warehousing, logistics, declaration and other businesses in Hangzhou in the future.


2. Talent development: Cultivate the talent training system for cross-border e-commerce and enhance the soft power of the strategic hub city of the Digital Silk Road.

In response to the talent gap problem during the high-growth period, Shopee also joined hands with the Hangzhou government to join the China Hangzhou Cross-border E-commerce Talent Alliance under the "Young Sail Plan", training and certifying two Hangzhou universities as cross-border e-commerce university talent incubation bases, and continuously supplying cross-border talents to Hangzhou through school-enterprise cooperation.


3. The Shuangfan Plan will be piloted nationwide. In the future, the government will build a platform, and enterprises will work with universities, educational research institutions and associations to organize e-commerce technology application training and large-scale training, carry out application practice activities and targeted talent services, expand the team of cross-border e-commerce professionals, and cultivate local cross-border e-commerce experts. The innovative model of government, enterprise, academia, and research will be used to enhance the soft power of the strategic hub city of the Digital Silk Road.


3. Construction of industrial clusters: enabling Hangzhou’s local domestic and foreign trade enterprises to upgrade and expand overseas.

1. Shoppe integrates resources to build a localized cross-border e-commerce industry service cluster, providing one-stop services for Hangzhou cross-border enterprises to export and helping them seamlessly connect to the Southeast Asian market.

2. To empower local businesses, Shopee provides one-on-one butler services from special account managers, and adds a Hangzhou zone to its Singapore site to provide traffic support.

3. For domestic e-commerce sellers, Shopee has set up a dedicated team to provide docking and guidance based on their needs, aiming to assist local companies in their transformation and overseas expansion.
