The COVID-19 pandemic hit Vietnam again in July this year . In August, Ho Chi Minh City, the economic center of Vietnam, announced that it would strive to control the epidemic by September 15. However, it is now the end of September and as of now, there are still 214,548 confirmed cases of COVID-19 in Vietnam. More than a month of epidemic blockade has not brought about a significant improvement in the epidemic situation in the country. Instead, it has severely hit the local economic development.
Vietnam has abundant labor resources and low labor costs, which has attracted many well-known brands and companies around the world to set up processing plants here. The outbreak of the epidemic has disrupted the original production rhythm of the local area. As an important economic and trade center of the country, the economy of Ho Chi Minh City has been severely hit. Factories were forced to stop production, delivery cycles were extended, clothing, shoes, hats, bags and other products were in a state of emergency, and the global supply chain was further disrupted.
Most multinational companies are taking a wait-and-see attitude towards the epidemic situation in Vietnam, and have even begun to turn their production focus to other countries. Vietnam is facing the embarrassing dilemma of multinational orders flowing out, and is watching the industrial chain it has fought for for many years go down the drain. The local government also admits that the long-term lockdown has put tremendous pressure on people's lives and the city's economy. Vietnam is ready to lift the lockdown "with illness."
It is understood that since the end of August, the Vietnamese government has gradually abandoned its past "zero-clearance" epidemic prevention policy and turned to "cautious coexistence with the virus."
According to Zhou Shixin, an associate researcher at the Asia-Pacific Research Center of the Shanghai Institutes for International Studies, lifting the blockade is a last resort. The main reason is that the control measures have caused great difficulties for the economies of Southeast Asian countries and a huge impact on the international industrial chain. The international community also expects them to lift the blockade and resume work as soon as possible.
It is reported that since 6:00 on September 21, Hanoi, Vietnam has adjusted and relaxed some activities. The city has cancelled the three-color zoning prevention and control plan and road passes, and at the same time increased the application of information technology to supervise people's travel. Officials said that the top priority is to ensure the health of the people and the safety of the capital.
In addition, in the process of relaxing epidemic prevention measures, the city will implement a system of decentralization, with departments, industries and local governments guiding individuals and enterprises to implement economic recovery plans to ensure epidemic prevention and control safety. It is unknown whether Vietnam's "illness" lifting of the lockdown and gradual resumption of production can bring local economic production back on track.
