The "Several Policies" clearly stated that cross-border e-commerce comprehensive service enterprises are encouraged to grow bigger and stronger, and a certain number of cross-border e-commerce "Qilin" comprehensive service enterprises are selected each year: cross-border e-commerce comprehensive service enterprises (B2B and B2C platforms, third-party service enterprises) that serve more than 50 import and export enterprises and whose annual online transaction volume of served import and export enterprises reaches more than 300 million yuan (including 300 million yuan) and are included in the statistics of Guangzhou will be given a one-time reward of up to 3 million yuan for those who enter the list for the first time. In order to increase the training and introduction of cross-border e-commerce talents, the "Several Measures" encourages ordinary colleges and universities, vocational schools and technical colleges to open cross-border e-commerce majors. For ordinary colleges and vocational colleges that have opened cross-border e-commerce majors for the first time with the approval of the education department and are included in the unified enrollment plan of colleges and universities across the country, a one-time subsidy of 3 million yuan will be given. For technical colleges that have opened cross-border e-commerce for the first time with the approval of the human resources and social security department, a one-time subsidy of 3 million yuan will be given. For technical colleges at other levels, a one-time subsidy of 1.5 million yuan will be given. Subsidies of no more than 50% and no more than RMB 300,000 per year will be provided to ordinary colleges and vocational schools (including technical schools) in Guangzhou for the purchase of cross-border e-commerce related practical and training courses, as well as for the co-construction of courses and majors . Going overseas: Encourage enterprises to build independent overseas sites for cross-border e-commerce
Forming independent brands of cross-border e-commerce is one of the keys to Guangzhou's promotion of the cross-border e-commerce industry. The "Several Measures" clearly stated that it will support cross-border e-commerce enterprises to carry out the "brand going overseas" action, increase exports with independent brands, select a certain number of excellent growing small and medium-sized cross-border e-commerce "brand going overseas" enterprises each year, and give each of them a one-time reward of up to 1 million yuan; select a certain number of excellent leading cross-border e-commerce "brand going overseas" enterprises each year, and give each of them a one-time reward of up to 2 million yuan. In addition to brand expansion, Guangzhou also supports enterprises in building international marketing networks. Specifically, it encourages enterprises to build cross-border e-commerce overseas independent sites, provides subsidies for annual service fees for cloud service (SaaS) tools, overseas independent site construction and decoration costs, and promotion costs, and supports the development of cross-border e-commerce live broadcasting business. In the field of warehousing and logistics, we encourage the construction of basic supporting facilities for cross-border e-commerce warehousing and logistics, and provide subsidies of no more than RMB 10/m2/month and no more than RMB 1.5 million/year for a single enterprise to cross-border e-commerce enterprises that rent warehouses in special customs supervision areas to carry out cross-border e-commerce business. We encourage and guide enterprises to expand the layout of overseas warehouses and enrich overseas warehouse services, and provide a one-time reward to overseas warehouse operators selected by the Ministry of Commerce as excellent overseas warehouse practice cases; and provide a one-time reward to overseas warehouse operators recognized by Guangdong Province’s public overseas warehouses. The "Several Measures" also attach importance to the compliance operation of cross-border e-commerce, and will strengthen the education and training of compliance operation in the cross-border e-commerce industry to help enterprises establish compliance awareness. Support enterprises to conduct compliance self-inspection and build a compliance system through third-party professional institutions such as law, finance and taxation. At the same time, we will strengthen overseas protection assistance for cross-border e-commerce intellectual property rights. The "Several Measures" clearly state that we will strengthen exchanges and cooperation with overseas industry associations and societies, and conduct tracking research on the latest developments and hot cases of cross-border e-commerce overseas intellectual property rights. We will guide the cross-border e-commerce industry and enterprises to actively respond to overseas intellectual property disputes and prevent business risks. We will support the establishment of cross-border e-commerce overseas risk prevention comprehensive service platforms and institutions, provide consultation on overseas customs clearance rules, tax laws and regulations, intellectual property dispute response, credit risk management, etc., and carry out cross-border e-commerce overseas risk prevention comprehensive services. We will select qualified overseas risk prevention comprehensive service projects and provide financial support. The "Several Measures" also encourages cross-border e-commerce industry associations and corporate organizations to carry out cross-border e-commerce docking exchanges, supports the holding of influential cross-border e-commerce conferences, exhibitions and other activities in Guangzhou, and supports them according to the existing support policies for the exhibition industry. Support participation in the formulation of cross-border e-commerce related standards, and support units that lead the formulation of cross-border e-commerce international standards, national standards (product categories), national standards (other categories other than product categories), and industry standards according to the existing standardization support policies.
