Great news! Six departments issued a notice to further expand the cross-border e-commerce retail import pilot

According to the official website of the Ministry of Commerce on March 22, the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation, and the State Administration for Market Regulation issued a notice on expanding the pilot program of cross-border e-commerce retail imports and strictly implementing regulatory requirements.

 

  

Previously, in November 2018, the Ministry of Commerce and six other departments issued a cross-border e-commerce retail import regulatory policy, which was piloted in 37 cities including Beijing. By 2020, it had been further expanded to 86 cities and the entire island of Hainan.

 

After the policy was introduced, after several years of pilot exploration, the cross-border e-commerce retail import policy system has been continuously developed and improved, and has achieved positive results in all aspects. In March this year, the Ministry of Commerce and other ministries once again expanded the pilot scope of cross-border e-commerce retail import cities, which is undoubtedly a huge benefit for all import sellers.

 

According to data from the Ministry of Commerce and the General Administration of Customs, as of now, China has 21 free trade pilot zones, covering the eastern, central, western and northeastern regions; 105 cross-border e-commerce comprehensive pilot zones, covering 30 provinces, autonomous regions and municipalities; and the number of comprehensive bonded zones has reached 150, covering 31 provinces, autonomous regions and municipalities. In other words, the cross-border e-commerce retail import pilot has covered all provinces, autonomous regions and municipalities in China.

 

According to Zhang Jianping, director of the Regional Economic Research Center of the Ministry of Commerce Research Institute, the proportion of cross-border e-commerce in China's import and export trade has continued to rise, and has now exceeded 30%, and the growth rate is very fast. It is a new business form, new model, and new driving force encouraged in the process of China's economic development, and its advantages are very obvious.

 

At the same time, the "Notice" also pointed out that all pilot cities (regions) should earnestly assume the main responsibility for the pilot work of the cross-border e-commerce retail import policy in their respective regions, strictly implement regulatory requirements and regulations, comprehensively strengthen quality and safety risk prevention and control, and promptly investigate and deal with violations such as "online shopping bonded + offline self-pickup" and secondary sales outside the special customs supervision areas, to ensure the smooth implementation of the pilot work and jointly promote the standardized, healthy and sustainable development of the industry.

 

In other words, while the country is vigorously supporting cross-border e-commerce retail imports, it is also gradually strengthening supervision, improving the quality of industry development, and striving to ensure that cross-border e-commerce retail imports develop rapidly and well.

 

According to the Ministry of Commerce's official website, in the next step, the Ministry of Commerce and other six departments will continue to pay close attention to the development of cross-border e-commerce retail imports in accordance with the decisions and arrangements of the CPC Central Committee and the State Council, actively strengthen business exchange and guidance, support pilot cities in carrying out business, and give full play to the positive role of cross-border e-commerce retail imports.
